The chairman of a key committee in the House of Representatives said on Tuesday he was determined to have a new climate change bill passed by the end of this year and stuck by a May 31 deadline to advance it.
"We are determined to pass a bill by this year," Representative Henry Waxman told reporters after a meeting with President Barack Obama at the White House.
But in an indication of how difficult it is proving to craft a bill that can attract enough Democratic support, House Majority Leader Steny Hoyer said there is "not a consensus at this time" on the issue.
The bill, which would require U.S. industry to reduce its emissions of greenhouse gases such as carbon dioxide, is crucial to the U.S. position in international talks on global warming due to take place in December.
Waxman said the House Energy and Commerce Committee, which he chairs, was on track to finish its work on the bill by the end of May, which would advance it to other committees and potentially move it toward a vote in the full legislative body later this year.
"The president said he wants legislation," Waxman said. "He wants us to move as quickly as possible. We said we are moving it this year and he did not object."
Hoyer also said he still thought an end-of-May deadline might be met. "I think they can still get there," he said.
Hoyer said "serious discussions" were continuing on Capitol Hill on ways to reduce industries' emissions of carbon dioxide and other greenhouse gases that contribute to global warming.

obama will make sure it passes. He needs the money for his marxist goals. Remember 7 trillion to the UN is needed.
We will be taxed in 3 different ways. There is no other way obama can get the kind of money and power in a tax than carbon controls. His action will also destroy any business we have left after obama’s threats to tax them to bankruptcy. No money, no business/jobs, obama’s dream realized.
I think 0bama will get everything he wants.

the congressman is very aptly named. You could grab any random figure from Madame Tussaud’s and they’d be equally competent....
We need to delay, protest, drag on, challenge, etc. If it keeps Waxman busy and gets nothing done, it keeps him from accomplishing anything else. It’s all good.
I don’t think this will pass Congress the way it is now. We are in a mandatory 60 Day comment period about EPA’s decision to regulate 6 different “greenhouse” gases, including CO2. Once EPA issues their edict, then Congress will grab it and say “Look what EPA is making us do!!”
Congress won’t pass cap and trade without political cover, and a mandate from EPA will provide it...
