All that can be returned to the wild must, by law, be returned.
Some cannot. They are typically trained to serve as educational props. I don’t think many are in private hands.
Ya just don’t see bald eagles very often. The last time we drove up to the Sequoias we were lucky enough to see one. My first and last sighting.
