One year, Kemp and three other quarterbacks (including Tom Flores) were injured and the Bills relied on Ed Rutkowski, a receiver to be the disaster QB.
When he got into the house , he made Rutkowski his chief of staff. This led to Rutkowski serving two terms as Erie County (Buffalo area) County Executive.

IT was easy to see he was a good man, a good family man and father.
