President Barack Obama admitted Tuesday it was "a mistake" to send a Boeing 747 and an F-16 fighter jet buzzing over lower Manhattan.
Speaking before a meeting at FBI headquarters in Washington, Obama said he was as in the dark as everyone else about the photo op fly-by, but made no secret of his disapproval.
"It was a mistake, as was stated," Obama said. "And it will not happen again."
Obama did not specifically apologize, although the White House military director did on Monday.
The president declined to answer a reporter's question on whether Louis Caldera, director of the White House Military Office, was the right person for the job.
Caldera, 53, is a West Point graduate and a lawyer. He was secretary of the Army during the Clinton administration and previously was a California state lawmaker.
Hundreds of office workers were gripped by panic Monday, as they watched a jumbo jet circle the financial district for half an hour, followed closely by a fighter jet.
Buildings were evacuated, people fled for cover and others stared at the sky in disbelief, fearing a repeat of 9/11.
Mayor Bloomberg said he was also unaware the fly-by was taking place - which later turned out to be an "aerial photo mission" authorized by Caldera.
Caldera hastily apologized Monday and a City Hall deputy, Marc Mugnos, who had been given advance notice, was reprimanded for failing to inform the mayor.
Sources said the reason for the stunt was to create souvenir pictures of a customized Boeing 747, which serves as Air Force One when the president is aboard.

Exactly!! The campaign contributors and liberal buddies of Bambi got a joy ride in this 747 as payback for supporting this lightweight.
As a NYer in the city on 9/11/01, I can well imagine. But let’s get real here. AF 1 DOES NOT FLY SIMPLY ON SOMEONE’S VERBAL ORDER!!! Not even from the CIC!!! There is a paper trail here! Fuel, crew, escorts, clearances all had to be requisitioned. But no one in the MSM, NOT EVEN FOX is asking the right questions!!!!!

So he thinks it’s okay for one of the critical assets available to remove the president, cabinet and/or successors in the event of an emergency to be used for a photo op is perfectly okay.

Bubba did forget all about the man with the nuclear football and left an event without him.
If I recall, the officer had to walk back to the White House carrying the ‘football’.
I did and watched the video. This is the first time I saw it although I have been following the story. Talk about irresponsibility.

So what was the purpose? Was it a propaganda tool to use in the future? Was it done purposely to see the reaction of the people in Manhattan? Confusion created in the middle of confusion from the possible pandemic on top of the economic crisis, on top of introducing Communism to our Country.
I feel that my head is going to explode! We have lost our country! Unless there is a divine intervention, America is gone......
That will teach the people of New York a lesson! They better obey or he will have Air Force One crash into the Empire State building! What a bone headed idea to do a photo-op over New York. People should be fired over this sort of stunt. Imagine if Bush Had done this? They would be crying for impeachment.
Aren't there also dozens of opportunities to get photo-op pics of AF-Zer0 when it is actually transporting the Teleprompter around the world? It's not like it never goes anywhere.

What you said is what a Secret Service agent told Rush this morning. Obama knew; everybody in the White House knew. There’s no way they couldn’t have known due to the protocol involved in deploying any A.F. 1 plane.
