I think it's most realistic to look at it the second way.
Bishops canonically have no authority outside of their own diocese, and they're very conscious of that. So they're vastly reluctant to appear to be nosing into another bishop's mandate.
The difference here is that these bishops see themselves as coming to the fore in support of a brother bishop. They're weighing in to say "You and your own selected canon lawyers don't interpret it that way, Fr. Jenkins? Well, we do. You need to ask your bishop, not your academic munchkins." Leading all of us to hope that they will enforce it that way in their own dioceses!
So this level of bishop activity is exceptionally good, and we can only press on strongly for more. So, have you contacted yours?

I must confess I did not read the article for this very ambiguous title. As dumb as my failing is, I am thankful the Cardinal was not duped by this affirmative action blood drenched liar-in-chief.
