US intelligence officials say George J Tenet, director of central intelligence, was not consulted by Pres Clinton on his midnight pardon of former CIA director John M Deutch. (NOTE On Clinton's final day in office he issued a flurry of pardons including pardoning tax cheat Mark Rich who renounced his American citizenship and fled to evade prosecution). Deutch has been charged that he mishandled classified material while CIA director.
