We can't send them back to China. The Chinese government might, ah... waterboard them. Yeah... that's what the Chinese do to terrorists. They waterboard them.

Of course, their waterboarding is a little different. They use guns and bullets instead of water and a board. But it's still applied to the face. So it's basically the same.

Then again, the terrorists might luck out, and get sent to a happy camp, called a laogai. It's much nicer than Guantanamo, because the Chinese, like the rest of the world, are so vastly morally superior to us. Google the word 'laogai' if you're unfamiliar with their resort like accommodations. When you run places like those, it's no wonder that President Obama is bending over backwards to not offend your delicate sensibilities.
