Napolitano is the one who specifically and categorically reiterated that DHS will consider ALL conservatives and vets, no matter how incidental, as potential terrorists. It doesn’t matter who came up with the report - SHE ground it into America’s face slowly and deliberately a second time, to make the point stick as threateningly as possible.
