No, he didn’t need to come into the country openly because someone, presumably the CIA, let him in covertly. And his line of work included intelligence liaison.

Folks by the millions come into the United States all the time WITHOUT the assistance of the CIA. Why would this guy need the CIA? Was he not as educated and smart as your typical Mexican illegal?

It is obvious you have no idea what you are talking about. Germans did not need visas to travel to the US. Americans do not need visas to travel to EU.
