I spoke to a Denver Fire Chief who was a first responder.

He said there was no crater under the truck.

It was an unshaped charge that could not have done
this much damage to the Murrah building.

The final report ( City Of Oklahoma City Document Management. Final Report. pp. 10–12.) describes 30-foot (9.1 m) wide, 8-foot (2.4 m) deep crater on NW 5th Street next to the building.

The general concensus of opinion is that the truck bomb created the crater because no one recalled it ever having been there before.
