My take on this is that, although he was assigned to infiltrate this group, Soufan tried to sabatogue his own and the FBI's efforts.

This has to do with covering up Iran’s involvement with 911.
The guy Soufan interrogated is Abu Zubaidah, a Palestinian, not a Saudi.

Notice the Democrats don’t like to talk about him much if at all, but do everything they can to protest his being waterboarded. Pelosi even lied about his waterboarding, claiming she knew nothing of it when in fact she was updated regularly on the progress of his interrogations... which is kind of weird when you think about it. Unless it involves some diplomatic effort, like a deal with Iran or Lebanon or Qatar.
