Where in the Constitution does it set up provisions for the EPA?

Rachel Carson's "Silent Spring", Earth Day, Richard Nixon, Popular Opinion, all converged along with the "National Environmental Protection Act" introduced by congress.

Authorized powers of various agencies were consolidated into the EPA.
