When I hear this mentioned along with “shovel ready projects” I can’t help thinking of the gulag in Dr. Zhivago.
They took the prisoners to a forbidding place out in the middle of nowhere where there was nothing but a wooden sign that read Gulag #92.
They had to build their own prison.
Its the new bailout plan to help home improvement centers like the faltering Home Depot. They get paid to supply all the tools and materials, Americans then have to do it themselves.
