Yes, many lost their way in the decade between Mario Cuomo's "I'm personally opposed, but ..." speech in 1984 and John Paul II's "Gospel of Life" encyclical in 1995. But the Bishops aren't puppet masters pulling strings to solve problems instantly. Nonetheless, a massive shift is occuring, brilliantly summarized by Monsignor Philip J.Reilly in this PDF.

What some people fail to realize, is that the notion of being "personally opposed" is totally unacceptable when it comes to moral issues of right and wrong.

Nobody in their right mind would dream of saying, "I'm personally opposed to [murder, rape, arson, armed robbery, etc.], but wouldn’t want to impose my views on others." Yet that is EXACTLY what the pro-abortionists are saying.
