Governments love False Flag Operations. It allows them to create a pretext for an action they want to take but don't have the support for in a normal environment.

This is a variant of Problem, Reaction, Solution. An entity creates a problem, the people clamor for a solution, “Ya gotta do something to save us.” Then government or other organization puts a plan in place to do exactly what they wanted to do in the first place.

This is done all the time. I'm quite sure that some branch of the government created a report that “foreign spies are trying to steal information. This is just a buildup to crippling the Internet and censoring what websites that the government wants to. This has occurred in Red China and now Australia. They blacklist websites that contain anything that questions the current government.

If they really cared about the information they would take it off the Internet and put it on private fiber. Even someone without computer training would figure that out. Of course they wouldn't be able to use the False Flag technique.

Which reminds of the old joke. “Doctor, It hurts when I take my hand and do this.” Doctor says “Don't do that.”

From Wikipedia - http://en.wikipedia.org/wiki/False_flag
False flag operations are covert operations conducted by governments, corporations, or other organizations, which are designed to deceive the public in such a way that the operations appear as though they are being carried out by other entities. The name is derived from the military concept of flying false colors; that is, flying the flag of a country other than one’s own. False flag operations are not limited to war and counter-insurgency operations, and have been used in peace-time; for example, during Italy's strategy of tension.
