congress and Obama have their eyes on the Internet to help fund more government spending. Congress is expected to introduce a bill this week that would require Amazon.com, L.L. Bean, eBay, Cabelas and other online merchants to collect sales tax on all online purchases and return that money to the state in which the purchaser resides.
The new bill rewrites the ground rules for mail order and Internet sales by eliminating what its supporters view as a loophole that, in many cases, allows Americans to shop over the Internet without paying sales taxes.
Currently, Americans who shop over the Internet from out-of-state vendors arent always required to pay sales taxes at the time of purchase. Californians buying books from Amazon.com or cameras from Manhattans B&H Photo, for example, wont pay sales taxes at checkout time that they would if shopping at a local mall because their headquarters are located out-of-state.

We ordered an item from Home Depot over the weekend. Their website states that law obligates them to charge tax.
We won’t be ordering from THEM any longer.

Hasn’t something like this been tried ever since internet shopping became popular? Seems like it pops up every couple of years or so.
Home Depot has for a long time had to charge tax, because they have physical facilities (i.e. stores) in all 50 states. This bill will force companies that have never set foot in a particular state to start collecting taxes for them. Not a surprise as this has been nearly as high on the Dimocrat wish-list as Card Check for a very long time.
But just remember....Obama won’t raise one penny of taxes on anyone making under $75K....oy vey!
This has been the case for some time. If there's a "brick and mortar" store in your state, on-line sales require a sales tax.
The timing is perfect for this tax. It will help fund the criminal class and also usher in a speedy economic recovery.//sarcasm off//

Tech retailers will simply set up offshore internet storefronts.

Absolutely correct. New York, on the cutting edge of finding ways to tax its citizens, recently passed a law (upheld by the state Supreme Court) that characterizes "affiliates" (independent people who may operate a storefront on Amazon or post links to Amazon to which they get paid referral money) as a presence inside New York State, and therefore subjects them to state taxation.
It's been termed the Amazon Tax because it applies most famously to Amazon.com.

What loophole are they talking about?
The law now allows this, so it is not a loophole.
