He had a couple of checked bags and one of them accidentally ended up in the luggage carousel.
Because that mistake was made, the bag had to be screened before it was put back on the plane.

This has to be a set-up. Luggage does not get to a carousel in quick time these days. Luggage that does get to a carousel will just go round and round for a looooong time before anyone notices that it was misplaced. Unless this Marine had a long layover in Boston, there was no way that his luggage could have been put “back on the plane.”
