When Congress passed the economic stimulus package in February, the bill included a provision restricting companies that utilize TARP money from hiring foreign workers. The measure was meant to protect American workers, but several Wall Street firms are still hiring foreign workers and simply moving their jobs oversees.

Restrictions on foreign workers have frustrated bank executives who compete to recruit students fresh out of college or graduate school. They say it is in the nation's interest for them to hire highly skilled foreigners who are educated in the U.S. rather than have non-U.S. companies benefit from their American training.Is it in the nation's interest not to hire highly skilled Americans who are educated in the U.S.?
Does Wall Street prefer foreigners because they are really better than their American conterparts or do they just work for less? Or have indentured status?

Wall Street firms are still hiring foreign workers and simply moving their jobs overseesWall street would trade in slavery if they could get by with it. Waite that is what they already do, they just call it outsourcing.
