This is just too funny. I didn't know Greenhouse Gases was a candidate, which party did it run on? Now Obama wants to cap them, ohhhhh HOW's that gonna work.
Yet, he will allow EMITTERS to trade for allowances! ok, lets see I'll see you one F.rt for one (...........)?

Maybe I don't understand the proposal, but it sounds like companies that exceed the limits can continue to do so as long as they make some kind of payoff. In other words, the amount of CO2 in the atmosphere remains essentially the same, but the price of everything goes up. So this is basically a shakedown, a crypto tax, that really does nothing for the environment.
