No, but I'd expect the determination of whether it's within the authority of the Texas legislature to do it, or whether it requires a vote of the general population would be laid out there. I would think that the authority would be it the federal Constitution and not the state one. Admission to the Union and changes in status once you are in are controlled by that.

I disagree with what you are talking about - the federal government is NOT the end-all in a Republic, and do NOT trump states rights.
