Several reasons:
One: Most world ports won't allow arms or ammunition.
Two: Ship and Cargo Insurers won't allow it -- afraid of crew getting hurt or killed, or doing the mutiny thingy.
There may be other reasons, but that is two major ones.

I'm still not 100% convinced that Obama did anything with the last Pirate incident. My intuition says that it was a local decision to take out the pirates, and that Obambi later took credit for the action. I don't think that we would ever know if that were the case.

Articles now linked at Drudge say that US Navy “thwarted” the attack, but the bridge was badly shot up.
This is unconscionable. If pirates attack a US ship and are caught in the act, we shouldn’t be “thwarting” it, we should be sinking it.

It's impossible for Zero to have had anything close to the degree of situational awareness that those at the scene had. I would think that a local Navy captain/commander saw an opportunity and gave the order to act. The expert shootists, those fine Navy SEALS, did their job perfectly.
