Looking at the photos you posted, reminded me that McVeigh’s bombing of the federal building in Oklahoma was not clearly an act of terrorism. It was more an act of revenge for Waco.

It was more an act of revenge for Waco.McVeigh's elevator didn't go all the way to the top of the building, if you catch my drift. Nevertheless, it's no secret that this was precisely his intent, and his prosecutors made no secret of this fact. His crime was murder.

If he'd gone after Janet Reno, or even the BATFE/FBI agents directly involved, then it would have been an act of revenge. Going after little old ladies trying to straighten out their social security checks, not to mention a bunch of kids in a day care facility, it terrorism.
