With absolutely no proof to back this up - a Soros related group. The document is too good of a fake, someone put a lot of time into it.
If I have time later today, I'm going to research the web site hosting the document, good place to start
I thought about emailing one of the addy’s at the bottom, but then thought it would be faster to just call the DHS/NOC in Washington...but I don’t have long distance! Maybe someone who does or has a cell phone could try it. Bad idea?
