There is an inherent conflict of interest in public emp-loyee unions. They are allowed to make campaign contributions to those who they must negotiate their benefits and pay with (Governor) and those who vote to approve the contracts (legialature). Prohibiting these donations is step one.
Step two, management must notify union members that they have the right to withhold the donations which go for political purposes (bribes).
The initiatives can be called the "Anti-bribery" measures.
