I understand, but do we wait until we are hijacked and taken hostage again to act, do we wait until another 9/11 or do we preempt. I know it is tough, but I do not want to see another Carter/Clinton treat this as a law enforcement type problem. let's stop them before they do it again. How we do that, I know not, but I do not think we just wait for another incident.

My preference is the Jefferson methodology. He was the first Dem President after all (in theory, I know he called his party the Republican Party).
