The terrorists demanded food, water, fuel and batteries from the Navy after the captain’s failed escape attempt. The Navy confirmed that they delivered the food, water and batteries to continue negotiations so it’s easy to see that they also provided the fuel.

the crew was not allowed to leave the ship because the F.B.I. — whose New York office has been charged with investigating the seizure — considered the vessel a crime scene.
