Ok, a list. It is still the second largest textbook market in the country, precisely because they select books for the ENTIRE STATE, list or not. This has a significant impact on how textbook publishers write their textbooks for the rest of the country.

Texas is ONE of several adoption states. TX and CA are the two biggest. TX will guarantee a book per child (CA won't). I would rather TX have the power to influence textbooks than some other states.

The selection process is based on teachers getting together and looking at the samples that are sent to each district/school. Then, with their input, the board makes the selections for the list. I am not sure what your problem with this process is.
