Ronald Reagan would probably defer to the Pope on such a question as would any decent practicing Catholic if they were true catholics.

Reagan seems to have been Presbyterian and so if he asked his own church leaders they would have agreed with the Catholics, Mormons must be baptised into Christianity since that is also Presbyterian doctrine.
