Apparently ... The lady’s name is Padma Lakshmi ... she seems to hide that arm in most paparazzi pictures, but it occasionally shows up. I’ve no idea what the story is.

I was bored, so I googled her.
1) She's American (Indian descent). My error in identifying her as Arab.
2) Scar is from surgery consequent to an auto accident at age 14.
