I believe we need to get to the point that everything that the Somalis have to sea over 500 tons shoud be taken out if they do not stop this themselves...and anything smaller than that is limited to their territorial waters on pain of sinking until the situation (the entire Somali pirate thing) is resolved and ended.
The people along those coasts know who is doing this and they are either part of it, egging it on and proud of it, turning a blind eye to it, or are too cowed to try and stop it
