Yes he was, and no he wasn't. Congress Critters, including Sinators, do do not need Security Clearances, background checks, etc. They ask for even the most highly classifed/compartmented information, they must be shown it.

Back in the Day, we were told if Red Ron Dellums showed up at our vault, and wanted to see TS-XX/YY information, we had to give him what he asked for. Exactly what he asked for, nothing more, nothing less.
