Sacramento -- California's recently christened budget is expected to be billions of dollars in the red before the new fiscal year begins in July, although it's a manageable gap, many state officials say.
But if voters reject a package of ballot measures in the May 19 special election, then the projected shortfall could push the state's deficit to more than $15 billion, creating a new fiscal crisis.
That, state lawmakers fear, would prompt the same kind of partisan posturing - over tax increases and program cuts - that led to last summer's record-setting impasse.
"If the voters reject (the measures), what the voters are really saying is 'We want you to go back to partisan warfare. We want you to go back to arguing and not getting something done,' " said Assembly Republican Leader Mike Villines of Clovis (Fresno County). "The message to the Legislature would be to go back to your corners."
Julie Soderlund, Gov. Arnold Schwarzenegger's spokeswoman, said passage of the measures - which include spending limits, borrowing against future lottery revenues and shifting funds from mental health and children's programs - is crucial for the state's short- and long-term financial viability.

My My! Taxes is a definite problem in CA, but if you want to start throwing blame around, look at what the Environmental Whackos have done. A huge part of California’s woes can be traced right back to regulations, laws and rules imposed by the environmental lobby and despite the State’s problems, they keep pushing for more of the same (With Success).
Vote no on all 6 items,I do not see a sunset clause on any of the 6.

California voters are part of the problem. The programs affected by Props 1B-E are special interest taxes for special interest programs (mental health, children’s health, education, etc). Every election there are new initiatives placed on the ballot to tax and spend. The irony is that this easier than getting the programs through the Legislature—it takes 2/3 vote of the Legislature to increase taxes or approve a budget, but when the voters do it, it only takes 50%+1. The same 2/3 requirement should apply to the voters as well.

I’ll believe California is on the right track when I see the headlines “Arnold to Start Actually Being a Republican, Boxer, Feinstein and Pelosi Removed from Office”...
With all the smart fiscal conservatives actually leaving Cali who do they expect to pay all these new taxes the homeless...the illegals...the drug addicts getting free needles..???

The only viable vote, and I don't know why the republicans are not floating another initiative that would override this one totally. We have no opposition party in CA or in the fed gov for that matter.
FYI: There are some sunset provisions:
Prop 1A—The sales tax increase would end in FY 2012; the vehicle license fee increase would end in FY 2013; and the income tax surcharge would end in FY 2012.
Prop 1B—Makes permanent changes in education funding.
Prop 1C—Makes permanent changes in lottery operations.
Prop 1D—Expires in FY 2014.
Prop 1E—Expires in FY 2011.

I grew up in the San Fernando Valley when it was cow pastures and Orange Goroves (Guess that dates me). After I retired from the Army, I returned there briefly to discover that it wasn’t the state I grew up in and I had no desire to settle there. I had the good sense to settle in solid “Red States”. Smart Californians are leaving by the droves. You should try and see if that’s a possibility for you. Believe it or not, I just read based on some survey that the least desirable place to live in the U.S. is “Modesto CA” because of high crime and unemployment. San Francisco, Los Angeles and the Inland Empire are probably not far behind. For those Californians who compute long distances and in congested traffic, just wait until this Administration imposes “Cap and Trade Laws”. If you think it is bad now, stick around. It will get much worse.
