Okay, I’ve never seen anything like that in Pennsylvania and the form does refer specifically to a NJ statue, so it’s not a national/federal thing; but it still only applies (as it says on the top of the form) to “commitment to a non-correctional institution for mental health reasons”. No other type of mental health records would be searched. So if you’ve been seeing a psychiatrist to discuss your suicidal or homicidal feelings, and taking medication to try to deal with those feelings, unless the psychiatrist deemed the problem severe enough to warrant committing you to a mental hospital, the information about your mental health problems wouldn’t be accessible to the police.
