If this thing is nothing more than some sort of ballistic JDAM, I would think that once it reaches apogee, there is a limit to the radius of the kill zone it can be guided into.
Something moving at Mach 10 doesn’t change direction very well.

Just have the US put out a nice warning. You launch a ballistic missile at a carrier or strategic asset, we assume it’s a nuke and respond accordingly

Possible. Though popping one of these off at a CBG would start a nuclear war. There is no way to know if they are a nuke or not.
But as a previous poster said, carriers are big expensive targets. So much so that in a real war they might not be as effective as planned. They are to expensive and big to loose, so I doubt we would risk committing them to an area were the risk was high.
