So does this imply the police waited around outside while a number of the wounded bled out? Yes. The idea that responding officers wait is intolerable. In the military you are supposed to run to the sound of the guns.
A short wait for reinforcements and coordination is in order but waiting for that length of time is just cowardly.

Watching this event unfold on the news, it appeared obvious the responders knew how many victims there were inside before they entered the building. The number 13 was being broadcast early in the event.
Makes me wonder what sort of surveillance they had on the building.
