The fundamental problem with this whole cap and trade cap...is imaginary numbers. You have to rely on scientists to give you some basis to start from....and the plain truth is that they can only guess this number...when upon guessing...its only valid with today’s data. If you have two volcanoes to erupt next week...then the data is fried and you can’t rely upon anything being close to the right number.
This is like creating a roadkill cap and trade scheme. If a state thinks it has a roadkill problem...they could split the state up via the counties and then create a cap scheme where each country needs to work on lessening its roadkill situation. A vehicle tax would be put into place, and extra fees put upon the consumer...to encourage them to lessen roadkill in the state. Eventually, they’d all realize that the roadkill numbers are fried and without factual ability...so roadkill cap and trade are imaginary.
