It appears to me...based on most everyone's reaction in the photo...that someone dropped something...and Zero was going to pick it up.

That’s what I initially thought as well, but in the caption for the picture Getty Images said that Obama was bowing to the King of Saudi Arabia:

According to Fox News yesterday (the 7th), the White House said he was double handshaking to a smaller person. Yeah right! The Queen is much shorter than the Saudi King and Odumbo didn’t bend over. It was a bow with one bended knee. Not even a low bow by itself. It was a subservient bow. Not sure what they were laughing about - maybe he missed the hand but it WAS a bow otherwise the White House would say it was “x” and not what they did.
