DPRK blasts S. Korea's intention to participate in PSI

PYONGYANG, March 30 (Xinhua) -- The Democratic People's Republic of Korea (DPRK) blasted the intention of the South Korea to participate in the Proliferation Security Initiative (PSI) on Monday, warning "resolute countermeasure" against it.
"We solemnly declare that should the Lee group participate in the 'PSI,' oblivious of this reality, the DPRK will consider this as a declaration of a war and promptly take a resolute countermeasure against it," the official KCNA news cited a spokesman for the Committee for the Peaceful Reunification of Korea as saying.
The spokesman accused the South Korea's move of "a blatant challenge to the dignity and sovereign rights of the DPRK" but did not elaborate what countermeasure it will take.
South Korea government said last Monday that it was considering fully to participate in the PSI, under the situation that the DPRK intended to test-fire a suspected long-rang missile.
The PSI, launched by U.S. in 2003, was an activity designed to prevent the spread of weapons of mass destruction (WMD), their delivery systems, and related materials from entering or leaving states "of proliferation concern." South Korea has so far partially taken part in it.
