We can take out anything now if we want. Just program an SM-3 missile to do it. Do you remember one blew up a dysfunctional satellite in earth orbit about a year or so ago? That one was travelling about 20,000 miles an hour with decreasing velocity.
Then there is the PAC-3 missile for closer range. It doesn't have an explosive payload because it blows up the target by kinetic energy.
