N. Korea Threatens 'Stronger Measures' (Ratcheting Up "The Test" on Obama)

North Korea has threatened dire consequences if the international community sanctions it over a rocket launch it has announced for between Apr. 4 and 8. The official Rodong Shinmun newspaper on Sunday said once the rocket issue is "raised at the UN Security Council for discussion, the six-party nuclear talks will come to a complete rupture." It warned the North will "take a stronger measure."

Prof. Nam Joo-hong of Kyonggi University speculated that means North Korea "could reverse its nuclear disablement process, while hinting it could conduct a second nuclear test." Arthur Brown, a former CIA officer for East Asia, agreed.

There are other hints in that direction. The Chosun Shinbo, a North Korean mouthpiece published in Japan, last Thursday reiterated the first nuclear test in October 2006 was a "self-defensive measure to respond to UNSC Resolution [1695], which condemned a "routine military exercise" of three months earlier, namely the test of a mid-range missile. "If a racket of sanctions is repeated in disregard of history, this could spark an extremely hard-line response from [North] Korea once again," the paper said.

A South Korean government official speculated such articles are an "indirect message to permanent UNSC members China and Russia to reject discussion of the rocket launch."

South Korea, the U.S. and Japan agree that North Korea's launch of a projectile, be it a missile or a satellite, is in violation of UNSC Resolution 1718 banning it from engaging in "all activities related to its ballistic missile program."

Meanwhile, another South Korean government official said a reconnaissance satellite has detected the uncovered upper part of the rocket installed on a launch pad in Musudan-ri. But it is impossible to tell whether the object is a satellite or a warhead.

It would seem, from what I can tell, that they have completed or nearly completed fueling and are fiddling with the payload now. Next they will bus in the VIPs from Iran and elsewhere to watch. I would guess the Great Leader will be on hand too, which of course would make it a Target Rich Environment.

The weather is the only problem now. It is supposed to be cold and windy and even snowy up there on the northeast coastal areas in DPRK around the beginning of the target launch window. As mentioned, they appear to be readying scuds for an attack on the Sea of Japan as well, from other locations in the North, and will probaby go with this strategy when in fact they do go (i.e. multiple launches for max effect).

So, North Korea’s gonna go after both South Korea AND Japan? God have mercy on the South Koreans and the Japanese, because I have an awful feeling that Obama will simply vote “present.”
