Just connecting some dots: The North Koreans are sharing weapons technology with the Iranians. Building a missile capable of delivering a nuclear device is a major engineering feat. One can build a nuclear device capable of doing major damage. Getting such a device small enough to mount on a missile, is something that Iran is going to need help with. China may have the miniaturization technology and the rocket technology for both countries. Iran has lots of oil in the bargain.

The Iranians on site for this launch in North Korea—as is reported—is a repeat performance. They had Iranians up there about three years ago when they had the seven missile launches in 14 hours marathon (several Nodongs, scuds and at least 2 Taepodong-2s).
