Cap and Trade
1. Impose salary CAPS on executives at businesses the government may want to take over
2. Villainize these companies so that their brand is irreparably damaged
3. Divvy them up and TRADE what's left to other investors (especially campaign contributors) as a legacy asset for pennies on the dollar

Cap-and-Trade and other carbon credit scams should be unlawful. Its kind of like a fart tax. If you fart and get caught, you need to put a quarter in the pickle jar - then its OK. Once you have enough quarters in the pickle jar, then you can buy more pork-and-beans, or else Algore steals your jar. Circle of life...
The incentives of the cap and trade for american business just makes u want to shut it down and watch this country go down the toilet and watch all the companies move out of the country, i heard chile and canada are giving tax incentives not govt. control and taxes and cap and trade out the wazoo.
You left out that Congress will spiff up pork barrel projects by attaching fungible (i.e., sell-able) carbon credits to the projects so the successful bidders on those projects can earn money by selling the credits, in excess of those used in the project, for ca$h.
Which the generous contract winners will share with deserving Congressmen.
I.e., carbon credits are a way for Congress to print money. They'll be self-licking ice cream cones.
If you think Congress is corrupt now, just wait until carbon credit trading gets started so Congress can sell carbon credits in exchange for bribes disguised as campaign contributions.
