That is not what you asked in question 32. You asked it in question 9 and I answered it in post 26. "Israel is a nation-state for Jews (ethnic grounds), but it is not a theocratic state."

Is Palm Beach a Jewish city? I don't believe it is majority Jewish. But New Square, NY, which is a settelment of Skverer Hasidim is. However it is not a sovereign entity, but a town. Israel is a sovereign nation.
