Congress cannot amend the Constitution.

It would be as convoluted as the tax code if they could...

I dunno.

The 1st amendment says “Congress shall make no law ... abridging the freedom of speech...” but there is CFR.

The 2nd Amendment says “...shall not be be infringed” but there are Federal gun control laws.

The 5th Amendment says “No person shall be... deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.” but we have RICO and Imminent Domain and various perversions of wildlife and wetlands protection acts. Not to mention abortion.

Seems to me there is plenty of precedent for bypassing the Constitution through few carefully worded laws.
