Donald C. Winter is an American businessman who served as United States Secretary of the Navy. A former top executive of Northrop Grumman, he was nominated in 2005 by President George W. Bush, confirmed by the United States Senate, and took the oath of office on January 3, 2006. To ease the transition between presidential administrations, Winter agreed to remain at his post until March 13, 2009, when he resigned.[1]
