Oakland is an equal-opportunity cesspool. For example, it is the home of the former "Your Black Muslim Bakery" which was in the news a couple years ago for its connections to murder. A TROP connection to this situation is entirely possible and has much precedent in that horrible town.

You know they started in Santa Barbara and moved to Oakland in the 70’s. No shock that, can you imagine the affluent people and movie stars in Santa Barbara having something like The Your Black Muslim Bakery in their midst? In Oakland it was a whole other story, they blended right in.
