On Saturday afternoon, about 20 people taunted police near the scene of the first shooting.

Inside a building? More likely he had iron sights or some sort of red dot type. Head shots at close range with a rifle is no big deal. The two motor officers were also shot at pretty close range. And those were also head & neck hits according to the guy who gave one of the officers CPR. (Not everyone, or even the majority, even in the most scummy neighborhoods, is a Bad Guy, of course it could have been the pharmacist from the nearby pharmacy, and not a local resident).
