It refers to the color of our president gums. In southeastern MO the term was bologna lipped blue gummer. The polite term at the time was Negro

Dark skinned African Americans often have Blue-Gums.

I remember hearing the term in the coastal areas of South Carolina twenty plus years ago. It was a demeaning reference to the blacks that were descendants of slaves and still lived in isolated areas around the region.

It’s a derogatory term used for African-Americans. It’s usually used to describe a black man of rather low status and mental capability. The entire phrase is “Blue-Gum N***er”.
