Actually DevNet, I think you're wrong.

DARPA is really the embodiment of free-market supply/demand.

The US Military needs technologies, and DARPA just happens to be the tool they use to acquire them.

Its like if you put up a sign saying, here's what I need, this is what I'll pay, what can you come up with.

The very principles of free-market at work.
