There may have been no order (no high level order, anyway). On 9-11, there were all sorts of troop and assets movements that were not directed. Military commanders are rewarded for being proactive. Sometimes they forget where they fit in the big scheme.

Yes, that does scare me, and I am in the military. I have to re-up before the middle of June, and don't know if I will be able to say the oath again. If I do, I may refuse to say some of the words.
